B6.21 - Approve the Interlocal Agreement for the Provision of Educational Services with Hillsborough County, Florida for Fire Rescue Staff and Reserve Responders by Aparicio-Levy Technical College, 2020/2022 (Academic Services)

Description

This agreement provides the necessary courses, programs, and trainings for employees of Hillsborough County Fire Rescue. These courses, programs, and trainings are for the express purpose of enhancing skill sets, increased knowledge, production, and/or upward mobility. The educational services are for the instructional hours of continuing education classes. Continuing education classes are not supported by state funds; therefore, these classes must be financially self-sustaining.

Gap Analysis

According to the Department of Economic Opportunity, the 2019/2020 Statewide Demand Occupations List and the Local CareerSource Tampa Bay, Regional Demand Occupation List, defines firefighters as a high-skill high-wage occupation that is in demand for the State of Florida.

Previous Outcomes

During the 2018/2019 school year, 3,535 fire rescue employees were trained in the areas of firefighting and emergency medical procedures. During the 2019/2020 school year, 1,818 fire rescue employees were trained in the areas of firefighting and emergency medical procedures.  The number of fire rescue employees trained during the 2019/2020 school year has been significantly reduced due to the COVID 19 pandemic.

Expected Outcomes

The Workforce Connections Department and Aparicio-Levy Technical College will continue to provide courses, programs, and trainings to meet the local needs of Hillsborough County Fire Rescue Staff and Reserve Responders. We look forward to providing approximately 11,280 hours for training to Hillsborough County, Florida for Fire Rescue Staff and Reserve Responders as outlined in the terms of this agreement.

Recommendation

That the Board approve the Interlocal Agreement for the provision of educational services with Hillsborough County, Florida for Fire Rescue Staff and Reserve Responders by Aparicio-Levy Technical College, 2020/2022.

Financial Impact

This item is included in the Workforce divisional general operating budget, project 9050. Hillsborough County, Florida will pay the district for student tuition, instructor salaries, and indirect costs. The maximum value of this agreement is $364,457 annually.
