B6.05 - Approve the Adoption and Purchase of Recommended Instructional Materials for World Languages K-12 (Academic Services)

Description

The instructional materials being considered for adoption are listed on the attached document, Recommended Titles for Instructional Materials Adoption, and include new titles for various courses offered in World Languages for grades K-12.  A thorough evaluation of these materials was completed by a district Instructional Materials Adoption Committee and a districtwide subject-area teacher vote was conducted. Per Florida Statute 1006.283 and School Board Policy 2510, the district conducted a 20-day public review from June 16, 2020, through July 6, 2020.  A required Public Hearing was held at the School Board Meeting on July 7, 2020.  

Gap Analysis

The purchase of adopted instructional materials is state mandated and conducted in compliance with the Florida Instructional Materials Adoption Schedule and School Board Policy 2510.  The committee evaluation process ensures that selected materials are aligned with course standards and will properly serve as an effective instructional tool for teachers. 

Initial implementation of these materials will include creation of new curriculum guides, classroom assessments, and/or final exams. Hands-on teacher training will be provided, with follow up to include surveyed teacher feedback, classroom visitations, and classroom observations. Ongoing evaluation will consist of summarized student performance data to include course grades, course completion, classroom portfolios, pre and post assessments, final exams, and/or industry certification exams. Adjustments to teacher training and/or implementation of these instructional materials will be made throughout the duration of this adoption based on the above data.  

Previous Outcomes

The Florida Instructional Materials Adoption Schedule includes an adoption review of World Languages materials during the 2019/2020 school year, with implementation beginning in 2020/2021 school year.  Florida Statute 1006.37 requires a district to adopt and purchase instructional materials within the first three years of the state’s adoption cycle. Florida Statute 1006.283 requires a Public Hearing, held on July 7, 2020, prior to the Board approving an adoption.

Expected Outcomes

Teachers will be provided with updated current materials that are aligned with course standards and serve as an instructional tool for lesson planning, classroom instruction, and enhanced student engagement. Accompanying resources will also provide teacher assessment materials and online digital access for students and teachers. In partnership with the publishers, strategically planned professional development will provide teachers with instructional strategies for effective implementation, and training that includes techniques for maximizing the use of all resources to increase learning and student outcomes.

Financial Impact

The total fiscal impact is $3,089,948 from the Instructional Materials Categorical budget, Project 4509. This cost is estimated for a five-year adoption and is summarized by title on the attachment based on current enrollment.  Additional materials will be purchased if enrollment increases.
