C6.04 - Approve the Turnaround School Supplemental Services Applications (TSSSA) for Hillsborough County Public Schools (HCPS) (Climate and Culture)
The Florida Legislature approved Senate Bill 7070, which provides for the funding of the Turnaround School Supplemental Services Allocation to 24 schools that met one of the following three criteria:
- A school that is implementing a district-managed turnaround plan.
- A school that has earned three consecutive grades below a "C."
- A school that has improved to a "C" and is no longer in turnaround status within the last two years.
Once schools are allocated funds, they must submit a comprehensive plan that addresses the following school improvement assurances:
- Establish comprehensive support services that develop family and community partnerships
- Establish clearly defined and measurable high academic and character standards
- Increase parental involvement and engagement in the child's education
- Describe how instructional personnel will be identified, recruited, retained, and rewarded
- Provide professional development that focuses on academic rigor, direct instruction, and creating high academic and character standards
- Provide focused instruction to improve student academic proficiency, which may include instructional time beyond the normal school day or year
TSSSA schools are currently in turnaround status or have not earned a grade of C or higher in the past three years. In an attempt to improve student performance and the school grade, schools can use their TSSSA allocation to fund various programs to support the needs of students, families, faculty, and staff. As a result, schools build a system of support that goes beyond the classroom.
Wraparound services, rigorous classroom instruction, parent and family engagement activities, professional development for teachers, and additional instructional time to improve student performance are components of the TSSSA grant. By creating a TSSSA plan, schools are confident that students will make learning gains, and school grades will improve.
The 2019/2020 school year was the first year of the TSSSA Grant. HCPS had 39 schools that totaled $9,890,833. Due to the late allocation of the funds (January 2020) and the mandatory school closures in March 2020, it is difficult to determine the real impact the grant had on school performance.
The goal of the TSSSA grant is to improve student performance, address the needs of the community, and improve TSSSA school grades to C or higher.

The Florida Department of Education will award funds to local educational agencies. The projected allocation for the eligible schools is approximately $6,853,375.
