B6.13 - Approve the Highest Ranked Proposal from Nutrislice, Inc. - Request for Proposals (RFP) #20077-DST-IV Mobile and Online Menu Technology - Student Nutrition Services (SNS) (Finance Division)

Description

On June 1, 2020, Procurement Services, in conjunction with the SNS Department, issued an RFP for Mobile and Online Menu Technology for SNS. Research shows that the availability of mobile menu applications and digital signage to parents, students, administrators, and cafeteria managers has helped to increase student engagement and participation in the National School Lunch Program (NSLP), reduce food and material costs, and lower food waste. The Mobile and Online Menu Technology system will streamline communication and meal ordering between SNS, Hillsborough County Public Schools (HCPS) families, and employees. 

The initial term of the contract shall be for a period to cover the successful implementation of the software. This contract may be renewed for four additional 1-year periods. There is a 30-day termination for convenience clause included in this contract.  All prices offered are firm against any increase for one year from the effective date. This contract will be reviewed and evaluated annually and renewed by the Superintendent, per the terms of the specifications.

Gap Analysis

The District expects vendors to provide online menu and meal ordering communications between SNS and HCPS students, parents, and employees.

Previous Outcomes

Previous contracts for Mobile and Online Menu Technology have been approved by the Board and successfully implemented during previous years. 

Expected Outcomes

Upon approval, the District requires the vendor to provide the requested goods and services according to the terms and conditions listed in the agreement. The awarded vendor is:

Financial Impact

The annual cost of this software is $66,000. Florida Department of Agriculture and Consumer Services has allocated funding to School Food Authorities (SFA) who enter contracts for these services in the 2020/2021 school year. Funding has been allocated to each SFA based on student enrollment and total number of NSLP school sites. The SFA Funding Allocation for the District is $38,290.49. The funds needed for the remainder of the agreement will be available in Student Nutrition funds.

Review Comments

Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews.  The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements.  The resulting data will support renewal decisions and/or alterations to a new agreement.
