B6.07 - Approve the Service Order With Panorama Education, Inc. for Panorama Social-Emotional Learning (SEL): Platform License, Project Management, and Customized Professional Development (Climate and Culture)

Description

Panorama is a survey platform that provides actionable data and insight on the needs of students. Specifically, in terms of this agreement, Panorama will provide educators with a research-backed survey and actionable data reports to support each student's SEL needs. SEL is the critical skills and mindsets that enable success in school and in life. The Panorama SEL Survey aligns with Collaborative for Academic, Social, and Emotional Learning five core SEL competencies that include self-awareness, self-management, social awareness, relationship skills, and responsible decision-making.

Panorama surveys can measure students' and teachers' perceptions of SEL School teams, explore results with interactive reports, and provide team members with actionable strategies to build SEL skills. Additionally, the reports generated will help students engage actively in their own SEL and provide adults with a platform for powerful developmental conversations. Panorama will support databased decision-making around SEL supports, identify individual student strengths, and provide results to assist with problem solving by grade level or individual classroom. School-based teams can also view reports to assist with grouping students for differentiated interventions and supports.

The Panorama agreement with Hillsborough County Public Schools (HCPS) will include Panorama SEL: Platform License Access to Platform and Support (as defined in the Terms and Conditions): Survey administration, analysis/reporting and access to Panorama Student Survey and Equity and Inclusion Survey.

In addition, Panorama will provide project management deliverables that include a dedicated client success manager who will work with the client's main point of contact to execute a successful project administration. This point of contact will assist with developing project timeline, manage setup and administration, customize configurations, coordinate rollout of reports, and provide customized professional development.

Panorama and HCPS district staff will provide school administrators and school staff with training to ensure ease of implementation and completion of the surveys. District staff will provide guidance as well as follow-up support as necessary that relates to the implementation of Panorama SEL surveys.

Gap Analysis

Administrators, teachers, and staff continue to see guidance on how to provide education around SEL and understand the impact SEL has on academic instruction. Teachers and staff play a significant role in helping students develop strong social-emotional skills. Administrators need to understand and develop teacher capacity to support every students' social and emotional development. Panorama will provide school-based staff and administrators with meaningful data reports that will highlight areas of need and focus around SEL which will result in a strong school climate and higher academic achievement.

Previous Outcomes

A 2020 report from Tyton Partners called "Finding Your Place: The Current State of K-12 SEL," supported by the Bill and Melinda Gates Foundation, has ranked Panorama Education the number one supplier of SEL measurement tools. The report is based on primary and secondary research conducted by the Tyton Partners, including a survey of K-12 district leaders, school leaders, and teachers in the United States that generated almost 3,000 responses.

This is the first agreement between HCPS and Panorama Education, Inc. Implementation of Panorama and will be considered a base line year in terms of implementation of SEL measurement tools.

Expected Outcomes

SEL is most often used as an initiative to address student social emotional development, mental health, and/or educational equity. By providing the Panorama SEL Survey, administrators, teachers, and staff will be able to view the necessary data needed to align SEL instruction to students. This instruction will increase foundational knowledge of social relationships, more positive social behaviors, will result in fewer conduct problems, less emotional distress, and improve test scores, and grades.

Strategic Plan Goal

Goal 1: To increase mental health awareness in schools and provide protective and proactive measures for school safety.

Strategy 1:1 Obtain an evidence-based tool for staff to use to assist with early identification and intervention strategies for student mental health needs.

Recommendation

Approve the purchase agreement between HCPS and Panorama Education, Inc. for Panorama SEL: Platform License, Project Management, and Customized Professional Development.

Financial Impact

Purchases will not exceed the amount of $362,500 from the Mental Health Assistance Allocation Project 4533.
