B6.09 - Approve the Memorandum of Agreement (MOA) with the Healthy Start Coalition of Hillsborough County for Services Associated with the Implementation of the Center for Disease Control (CDC) Promoting Adolescent Health Through School-Based Human Immunodeficiency Virus (HIV) Prevention Grant (Academic Services)

Description

This MOA will support the required activities of Hillsborough County Public Schools (HCPS) CDC grant. Through this MOA, the Healthy Start Coalition of Hillsborough County will provide staff members to oversee the Youth Advisory Board consisting of high school students who will participate in the youth-led marketing campaign for sexual health services. In addition, staff will facilitate the meetings and work with the students to develop marketing materials and strategies to link students to sexual health services. Their staff will also track data for evaluation purposes such as website analytics. Overall, the partnership will help to create positive behavior change among students by increasing their awareness of risks, increasing their skills to seek needed and preventative sexual health services, and to increase their communication skills to trusted adults, such as a parent or guardian.

Gap Analysis

Hillsborough County's rate of bacterial sexually transmitted diseases among adolescents between the ages of 13 to 19 has been higher than the state average. We know that 56.9 percent of HCPS high school students have been sexually active by their senior year. According to the CDC, one strategy to address adolescents not accessing needed sexual health services is to use communication or marketing campaigns. These campaigns will help to improve student awareness of available sexual health services, increase positive beliefs about getting needed sexual health services, and affect positive behavior change.

Previous Outcomes

The Healthy Start Coalition of Hillsborough County has been instrumental in helping create the online referral directory for sexual health services that HCPS is utilizing. Since launching in August of 2019, the directory has engaged 1,136 users and received 4,012 page views.

Expected Outcomes

Through this partnership, we will be able to complete this required grant activity by developing marketing materials and strategies for linking students to sexual health services and tracking data for evaluation purposes. It is expected that the marketing campaign will reach 4,300 people this school year.

Recommendation

That the Board approve the MOA with the Healthy Start Coalition of Hillsborough County for services associated with the implementation of the CDC Promoting Adolescent HIV Prevention grant.
