B6.08 - Approve the Memorandum of Agreement (MOA) with the University of South Florida (USF) Board of Trustees for USF for Services Associated with the Implementation of the Center for Disease Control (CDC) Promoting Adolescent Health Through School-Based Human Immunodeficiency Virus (HIV) Prevention Grant (Academic Services)

Description

This MOA will continue our partnership with USF to assist with meeting required activities of the Hillsborough County Public Schools (HCPS) CDC grant. USF has partnered with HCPS since the grant was first awarded two years ago. Through this MOA, USF will provide staff members to oversee training, technical assistance, and consultation services related to grant activities. In addition, USF will continue to lead the development and refinement of a referral system to community-based health providers for our students, staff, and community. The Ybor Youth Clinic will also continue their expanded service hours in an effort to decrease barriers for students needing access to community-based health services.

Gap Analysis

Hillsborough County lacks providers that are deemed adolescent friendly, and school nurses do not provide sexual health services such as sexually transmitted disease testing. USF's efforts will help to connect students to necessary sexual health services through community providers.

Previous Outcomes

In collaboration with other community partners, USF has been instrumental in helping create the online resource directory for sexual health services that HCPS is utilizing. Since launching in August of 2019, the directory has engaged 1,136 users and received 4,012 page views. In addition, USF has provided medical experts to review 14 different lessons for medical accuracy and has provided training to 100 health teachers at the 2019 Professional Study Day. USF's Ybor Youth Clinic is one of the few clinics in the area specifically designed to serve adolescents. 

Expected Outcomes

Through this MOA, USF will provide annual training to targeted teachers to support grant activities, provide technical assistance and consultation services in support of grant activities, lead the development and refinement of a referral system to community-based health providers, and assist the district in increasing student access to community-based health services by expanding service hours at the Ybor Youth Clinic.

Recommendation

That the Board approve the MOA with USF Board of Trustees for USF for services associated with the implementation of the CDC Promoting Adolescent HIV Prevention grant.
