C6.11 - Approve the First and Second Modifications to the 2019/2020 Interlocal Agreement between Hillsborough County Board of County Commissioners (BOCC) Head Start/Early Head Start and The School Board of Hillsborough County, Florida (Climate and Culture)

Description

Approve the First Modification Agreement with BOCC Head Start/Early Head Start for an increased total amount of $721,899 in additional Quality Improvement funds $481,992 and Cost of Living Adjustment $239,907 funds.

Approve the Second Modification Agreement with BOCC Head Start/Early Head Start for an increased total amount of $1,585,500 from Coronavirus Aid, Relief, and Economic Security (CARES) Act to be used exclusively to respond to, prepare for, and prevent the spread of COVID-19. 

Hillsborough County Public Schools (HCPS) Head Start has provided services to low-income children and families in Hillsborough County for 55 years. The HCPS Head Start Program provides comprehensive services to 1,812 eligible children, ages 3-5, in 92 classrooms at 56 school sites in Hillsborough County. The attached 2019/2020 interlocal agreement establishes the specific program requirements in the core areas of early learning, health, and family well-being while engaging parents as partners. 

It is the practice of the BOCC to sign a negotiated contract/agreement after it has been signed by the Board.

Gap Analysis

The Head Start program delivers comprehensive early childhood education, health, nutritional, social and emotional child development services to economically disadvantaged children and their families in accordance with the Head Start Act and the Head Start Performance Standards. 

Previous Outcomes

Head Start students demonstrated a consistent improvement from AP1 to AP2 as measured by the STAR Early Literacy Assessment (see attached chart).

Expected Outcomes

BOCC and HCPS will work cooperatively and continue to provide comprehensive early childhood services to eligible families in Hillsborough County. It is expected that student proficiency will increase on the STAR Early Literacy Assessment, as well as Kindergarten Readiness Rates.

Recommendation

Approve the First and Second Modification to the 2019/2020 Interlocal Agreement between Hillsborough County BOCC Head Start/Early Head Start and The School Board of Hillsborough County, Florida for the operation of the Head Start Program.

Financial Impact

Additional funds in the amount of $2,307,399 will be available in the 2019/2020 Interlocal Agreement budget. These additional dollars consist of $481,992 for Quality Improvement, $239,907 for Cost of Living Adjustment, and $1,585,500 from the CARES Act. All funds are for the operation of the HCPS Head Start Program for services provided for eligible children and families.
