B6.07 - Approve the Agreement Between East Coast Technical Assistance Center (ECTAC), and the School Board of Hillsborough County, Florida (Climate and Culture)

Description

Hillsborough County Public Schools (HCPS) has contracted with ECTAC for the last 14 years in order to receive current state and federal technical assistance related to the Elementary and Secondary Education Act (ESEA). With the current ESEA implementation of the approved State of Florida plan, it is imperative that the district have the most current guidance and technical assistance to coordinate Title I programs. 

Gap Analysis

ECTAC supports 38 school districts across Florida. Services include technical assistance forums and conferences related to current and future ESEA issues, regular networking sessions with district, state, and federal program directors, along with program compliance, evaluation, and legislative support. As a result of the support and expertise HCPS Title I staff provides to ECTAC member districts, this contract has been reduced to $15,000 to reflect the in-kind services provided.

Previous Outcomes

ECTAC has a proven, long-standing record of successfully supporting school districts through legislative changes, monitoring and audit reviews. ​ECTAC provides technical assistance to a collaborative network of school districts regarding selective programs contained in the ESEA reauthorized as the Every Student Succeeds Act.

Expected Outcomes

On June 30, 2021, the Federal Programs Department staff will determine the effectiveness of the technical assistance provided by the ECTAC regarding ESEA issues. The General Director of Federal Programs will inform ECTAC of any areas in which improvement may be needed in order to help the organization better support the district.

Recommendation

Approve the agreement with ECTAC to provide support and technical assistance to HCPS Title I basic, neglected and delinquent, and migrant education programs.

Financial Impact

Funds in the amount of $15,000 will be available in the Title I Part A Budget.
