B6.03 - Approve the Highest Ranked Proposals from Apollo Construction & Engineering Services, Inc., Drains, Etc., and Larson Plumbing, Inc. - Request for Proposals (RFP) #20104-MST-IV Plumbing Services - Maintenance, Repair, and New Installation (Finance Division)

Description

On July 31, 2020, Procurement Services, in conjunction with the Maintenance Department, issued an RFP for plumbing services including, but not limited to, unclogging drains, various plumbing related repairs, new installations, renovations, and upgrades including standard plumbing and gas plumbing services. Each vendor is assigned a primary area of the district with Apollo Construction & Engineering Services, Inc. serving Maintenance West, Drains, Etc. serving Maintenance East, and Larson Plumbing, Inc. serving Maintenance Central.  

The initial term of this agreement shall be for one year, with four 1-year renewals. There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase for one year from the effective date. This contract will be reviewed and evaluated annually and renewed by the Superintendent, per the terms of the specifications.

Gap Analysis

The District expects vendors to provide plumbing services to all district areas.

Previous Outcomes

Previous contracts for plumbing services have been approved by the Board and successfully implemented during previous years.

Expected Outcomes

Upon approval, the District requires the vendors to provide the requested goods and services according to the terms and conditions listed in the agreement. The awarded vendors are:

Drains, Etc.

Larson Plumbing, Inc.

Financial Impact

Funds in the amount of $900,000 will be available in the Millage and Referendum budgets. For tracking purposes, the project numbers specific to this agenda item are 8033 and 8037.

Review Comments

Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
