C6.10 - Approve the Increase in Expenditures for Agreement #14130-PGB Communication Systems (Operations Division)

Description

On March 12, 2019, the Board approved the assessment and installation of two-way radio communications enhancement systems to help ensure the safety of building occupants and first responders by extending the coverage of the public safety radio systems, managed by Hillsborough County Sheriff's Office, to the interior areas of the building. The coverage is increased through the use of special bi-directional amplifiers (BDAs) and a network of indoor antennas strategically located to provide reliable public safety radio system coverage throughout the interior of a building. Each BDA is a custom-designed solution. Variables such as building materials, weak signal spots, and signal interference create specific challenges. This continued project will ensure radio frequency (RF) coverage levels for each district building meet or exceed those required by NFPA 72, National Fire Alarm and Signaling Code, 2013 Edition, as amended.  The contract will specifically be used to provide licensed staff from Communications International, Inc., to test RF signal strength, conduct system planning and design, install and support BDAs, and Distributed Antenna Systems within district facilities where needed.  

As this project has progressed and more district sites have been evaluated, future expenditures have exceeded the amount originally estimated, requiring additional Board approval. 

Gap Analysis

Without the enhanced communication, security officers and first responders' two-way radios have limited coverage in district schools and sites.  

Previous Outcomes

The project has been Board approved and is progressing well. 

Expected Outcomes

Upon approval, the District requires the vendor to continue to provide the requested goods and services according to the terms and conditions listed in the agreement. The awarded vendor is:

Financial Impact

The cost per site for assessment and signal enhancement ranges from approximately $80,000 to $100,000 per location. During the assessment, it was found that upgrades were needed in multiple buildings per site which increased the costs per campus. To date, 125 school sites have been assessed and corrective actions have been implemented.  Based on these costs, estimated expenditures in the amount of $15,000,000 will be available in Millage. The remaining sites will be evaluated and completed as funding becomes available. 

Review Comments

Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
