B1.01 - Approve the Master Inservice Plan and Annual Update Letter to the Florida Department of Education Commissioner (Academic Services)

Description

The recommendation is in response to the Florida Law Part V School Community Professional Act, which sets forth requirements for educational training programs with further requirements stated in State Board of Education Rule 6A-571, which stipulates that the master plan for inservice activities shall be updated annually for approval. The Master Inservice Plan describes the professional learning experiences available to district employees in support of the district’s strategic plan to develop and retain team members with opportunities for support and professional growth.

The district’s Master Inservice Plan was reviewed by the Florida Department of Education Professional Development System Evaluation Protocol Review Team from January 28, 2013, to February 1, 2013.  All programs and components passed the review.  The full Master Inservice Plan can be accessed at the following link: https://www.sdhc.k12.fl.us/doc/1083/profdev-mip

Gap Analysis

During the 2013 Professional Development Protocol Review, a systemic analysis of the professional development in Hillsborough County Public Schools by a team of certified reviewers indicated excellent ratings consistently at the district level with no standards receiving a needs improvement rating. 

Previous Outcomes

The Master Inservice Plan included inservice activities in areas such as Reading/English Language Arts, Mathematics, Science, Social Sciences, Mathematics, World Languages, Instructional Strategies, Classroom Management, Career Technical Education, Technology, and Leadership.  Ratings from the Professional Development Protocol Review were provided using a Likert Scale of 1-4, with 4 being the most desirable score.  Hillsborough County Public Schools earned Excellent Ratings (4.0) on 16 of the 27 standards rated at the district level. Thus, 59 percent of the district-level standards were rated excellent. 

Expected Outcomes

The Master Inservice Plan will be vetted and updated annually based on the feedback and evaluation findings from the professional development offered to continuously improve and support job-embedded professional development throughout the district.
