B11.02 - Acknowledge and Approve Hillsborough County Public Schools' Partnership with the Children’s Board of Hillsborough County and the Investments in Programs and Services for Families (Office of Innovation)

Description

The Children’s Board (CB) invests in programs, resources, and services that ensure families are supported, children are healthy and safe, developmentally on track, and ready to learn.  The CB releases funding opportunities annually for family services through a transparent Request for Proposals (RFP) process.  The CB invests in services that demonstrate a measurable impact to create and sustain thoughtful partnerships that make a positive impact in communities throughout the county.  A contract manager is assigned by the CB to provide oversight, support and accountability of all funded programs.

 Attached is a list of organizations that are being recommended for continued funding between October 23, 2020 through September 30, 2022.

  • New: Hillsborough Education Foundation, CB Tech – Learning at Home (Countywide)
  • The Children’s Home Network/SEEDS Program (Countywide – Case Management and Parent Involvement)
  • Early Childhood Council of Hillsborough County/Developmental Screening (Countywide Support to FDLRS - Child Find System of Care)
  • Tampa Housing Authority/Village Link-up Program (Robles Park & C. Blythe Andrews – Case Management and Parent Involvement)
  • Positive Spin/EACH One Initiative (West, East, Sulphur Springs, Temple Terrace, and North Tampa – Case Management)
  • Family Enrichment Center/Kinship Care (Countywide Case Management and Parent Involvement)
  • Boys & Girls Clubs of Tampa Bay Inc./After-Zone Middle School Initiative (Pierce, Shields, Marshall and Tomlin  – After School Programming)
  • Corporation to Development Communities of Tampa, Inc./3D Stingrays (Rodgers Middle – Afterschool Programming)
  • Girl Scouts of West Central Florida, Inc./LEGIT Program (Progress Village, Guinta and Eisenhower – After School Programming) 
  • Hispanic Services Council, Inc./La Red de Padres Activos (Palm River, West Tampa, University, Ruskin, & Wimauma – Parent Involvement)
  • Parents and Children Advance Together (PCAT)/South County Literacy Initiative (Ruskin Elementary – After School Programming)
  • Seniors in Service of Tampa Bay, Inc./Readers in Motion (Mendenhall, Egypt Lake & Seminole Heights in classroom literacy support)
  • Tampa Metropolitan Area YMCA, Inc./Community Learning Center (Sulphur Springs K-8 Community School – After School Programming)
  • Gulf Coast Jewish Family and Community Services, Inc./Good Afternoon Friends and Amigos (Reddick and Turkey Creek – After School Programming  and Case Management)     
  • Feeding America Tampa Bay/Feeding Minds (Countywide) 
  • School District of Hillsborough County/Renaissance myON Reader (Countywide) 

The organizations receiving funding have provided COVID19 mitigation plans that adhere with the recommendations from the Center for Disease Control (CDC) and the Health Department have agreed to abide by district safeguards noted in Superintendent Davis' Reopening Plan. All services provided to students are at no cost to the schools or families as such, any provider accessing our facilities request approval for a waiver of facility usage fees. All providers will be required to provide liability insurance, comply with volunteer and Jessica Lunsford Act (JLA) screening procedures, and pay for custodial supplies as determined by school administration. 

Gap Analysis

The Children’s Board of Hillsborough County has determined that children and families are in need of support programs and services that ensure children lead a healthy, safe and productive life, which makes a difference for all residents of Hillsborough County.

Previous Outcomes

Each program provider noted has successfully complied with the CB Request for Proposal (RFP) process outlining the parameters of service. It has been determined, those receiving continuation-of-service commitments have been identified as "effective" in meeting the timelines, objectives and outcomes that lead to student success and family stability.  Parent consent, data and support documentation is provided to the CB according to the contracted terms and complies with district policies. 

Expected Outcomes

The Children’s Board partner with the District to provide quality programs, services, and resources that support the success of all children and families and fortifying its vision of Hillsborough County being one of the nation’s top places to raise children.

Financial Impact

The CB's financial impact is approximately $7 million for out-of-school time, in classroom support, family support and case management programming.  In addition, the Administrative Service Organization (ASO) works with school social workers to access and set aside $140,000 in flexible funds to support goals for pre-K to middle school aged children and pregnant teens. Services to families and our school district are being provided at no cost; costs to the district are minimal because scheduling of programs occurs while supervision is available and buildings are in operation.
