B6.11 - Approve the Highest Ranked Replies from Multiple Vendors - Invitation to Negotiate (ITN) #20146-DST-IV Licensed Teachers for the Visually Impaired/Orientation and Mobility (Climate and Culture)
On August 14, 2020, Procurement Services, in conjunction with Exceptional Student Education Services, issued an ITN to seek certified teachers of the visually impaired, as well as orientation and mobility specialists, to meet the need of Hillsborough County Public School students with visual impairments. Certification in the area of visual disabilities has been deemed by the Department of Education as an area of critical shortage, nationally.
The initial term of this agreement shall be for one year, with four 1-year renewals. There is a 30-day termination for convenience clause included in this contract. All prices offered are firm against any increase for one year from the effective date. This contract will be reviewed and evaluated annually and renewed by the Superintendent, per the terms of the specifications.
Because of the shortage of teachers in this area, the District expects vendors to provide licensed, certified teachers for students in need of visually impaired/orientation and mobility services.
This a new contract for the District.

Estimated annual expenditures in the amount of $250,000 will be available from the Individuals with Disabilities Education Act Grant, project 0031.
Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
