C6.06 - Approve the Agreement with the Hillsborough County Sheriff's Office (HCSO) for the 2020/2021 School Resource Deputy Program (Finance Division)

Description

Following the passage of Senate Bill 7026/ Public Safety, Chapter 2018-3, Laws of Florida, the Florida Department of Education is requiring all school districts to comprehensively address gun violence on school campuses, promote school safety and enhance coordination between education and law enforcement entities at the state and local level. 

The specific actions require the establishment of a Hillsborough County Public Schools (HCPS) Safe School Specialist; the hiring, training, and deployment of full-time, guardian certified HCPS Security personnel; the temporary deployment and funding of law enforcement officers to a school site as detailed in the respective Memorandum of Understanding (MOU) between the district and the respective law enforcement agency of jurisdiction; and the continued deployment and funding of law enforcement officers to all middle and high school campuses as detailed in the respective MOU between the district and the HCSO. 

The agreement with the HCSO will cover the requirements of the Safe Schools Officer Program. The agreement will be administered by Hillsborough County for the 2020/2021 fiscal year. The participating law enforcement agency in the School Resource Officer programs pays 50 percent of the program cost. HCPS will be staffing School Resource Officers in the district Charter Schools. The Charter Schools will be invoiced for payment on a monthly basis to cover their portion of these expenses. 

Gap Analysis

Previous Outcomes

HCPS has had a successful partnership with the HCSO and the Safe School Officer Program.

Our school sites will be provided protection and safety of students, school personnel, property and visitors.

Recommendation

That the Board approve the agreement with the HCSO for the 2020/2021 school resource deputy program.

Financial Impact

Total expenditures for this contract will not exceed $3,859,392. The contract for last year totaled $3,730,771. We will utilize General Fund, project 9999, and the Safe Schools Categorical Allocation, project 5318. The categorical amount for this year as of the Florida Education Finance Program – Second Calculation is $11,052,925.

The contract with the HCSO – School Resource Deputy Program covers 49 high and middle schools and includes 49 School Resource Deputies, eight Supervisors, four Sergeants, and four Corporals. The operating costs include salaries, fringe benefits, office supplies, printing and binding, fuel, uniforms, training and vests.
