On July 30, 2013, the School Board of Hillsborough County conveyed 1.73 +/- acres to Hillsborough County adjacent to Muller Elementary School for the future site of the University Area Community Library facility that will also serve as the media center for Muller Elementary (the "Children's Area"). Final construction of the Library is expected to be completed in October 2017, and staff from the County and school district have been working to form an agreement for the use, operation and maintenance of the facility as a public library and educational facility.

The attached Interlocal Agreement establishes the key elements of the day-to-day function and maintenance of the library for public use and the Children's Area as the school's media center. District staff will be responsible for the Children's Area during school hours and the public will only have use during non-school hours; the County will provide equipment, furniture and library materials for the Children's Area and the School Board will provide a collection of current materials that support the curriculum of an elementary school media center; the Children's Area will be staffed by school district personnel and day-to-day maintenance and janitorial work will be performed by school district personnel.

The County and the School Board have partnered in several library facilities as a way to maximize the use of tax dollars to better serve the community and district schools. The County approved the Interlocal Agreement at the Board of County Commissioners July 19, 2017, regular meeting.

EXECUTIVE SUMMARY

Approval of the University Area Community Library Partnership Operational Interlocal Agreement between Hillsborough County and the School Board of Hillsborough County for a public library facility and media center at Muller Elementary School will have no financial impact to the School Board.
