SUBJECT / RECOMMENDATIONS
Approve Amended Cooperative Agreement Between Hillsborough County Sheriff's Office (HCSO) and The School Board of Hillsborough County, Florida (HCPS) (Educational Access, Opportunity, and Alternatives)
EXECUTIVE SUMMARY
HCPS was recently notified that the Every Student Succeeds Act (ESSA) will require two additional elements in agreements between correctional facilities and local education agencies receiving Title 1, Part D funds.  These amended agreements must be submitted by October 1, 2017.

The 2017/2018 agreement with HCSO was approved by the School Board at their meeting on June 13, 2017 (item C6.21).  The required elements appear in item six on pages two and three of the amended cooperative agreement.  The amended and original agreements are attached to this agenda item.

The HCSO requires HCPS to be the first signature on contracts.

• Improve the high school graduation rate • Provide a student-centered learning environment that engages every child • Develop a culture of respect, trust, and collaboration • Demonstrate "best practices" in all aspects of safety: student, employee, visitor, facility, transportation, and health
FINANCIAL IMPACT (Budgeted:  Yes)
The HCSO provides the facilities at no cost to HCPS.  In 2016/2017, expenditures for this agreement totaled $1,112,216.  For tracking purposes, the project number specific to this agenda item is 4672.
EVALUATION
This program is evaluated by Youth Services department staff based on a model developed by the Juvenile Justice Educational Enhancement Program.  A review will be completed by June 30, 2018.
