Approve the Local Child Care Funds (LCCF) Match Contract with Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6% match for the School Readiness Program making it possible to draw down $26,678,217 in federal funds and $916,008 in matching Child Care Executive Partnership Program (CCEPP) state funds. These funds provide child care and early education services for children from income-eligible families. This contract earmarks funds as follows: $1,600,693 towards the required 6% match for School Readiness child care services; $916,008 provides child care through the CCEPP for children birth to 8 and their siblings up through the age of 12, including children whose parents are in higher education/training programs; and $64,000 provides care for children ages 9 to 12 of homeless families referred through Metropolitan Ministries.  The term of this contract is October 1, 2017, through September 30, 2018. 

The School Readiness Program office received the final contract on August 16, 2017, which results in requesting Board approval after the fact. This contract was reviewed and approved by the School Board Attorney on September 18, 2017.  The Early Learning Coalition of Hillsborough County (ELCHC) requires the school board’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the ELCHC’s final signature.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $2,580,701 will be available in the ELCHC LCCF Match Contract.  For tracking purposes, the project number specific to this agenda item is 3492.  As of August 17, 2017, the remaining balance less encumbrances for this line item equaled $2,580.701.  The contract total is $2,580,701 combined with the federal draw-down of $26,678,217 and 100% matching CCEPP state funds of $916,008 will be used to provide direct services for approximately 7,313 children through September 30, 2018, at an average annual rate of $4,126 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for the ELCHC is provided by the Children’s Board of Hillsborough County. There is no district-generated revenue used for this purchase.
