Approve Dual Enrollment Articulation Agreement with the District Board of Trustees of Hillsborough Community College (HCC) - 2016/2017
EXECUTIVE SUMMARY
On June 14, 2016, the Board approved the purchase of dual enrollment instructional materials from HCC.  The programs covered under this agreement are HCC dual enrollment and early admission.  Dual enrollment course offerings allow qualifying students in grades 9-12 to enroll in both high school and college and provide students the opportunity to enhance their learning in courses that meet educational, career, and personal needs while enrolled in high school.  The dual enrollment student may earn up to 30 credit hours per year in the program, which shortens the time necessary for students to complete degree requirements, expands the scope of curricular options, and increases the depth of study available for a particular subject by offering college credit courses.  Dual enrollment course offerings, both on and off the high school campus, provide students greater academic options and considerable financial savings.  This agreement is completed and submitted annually by HCC to the State Board of Education.

Early admission is a form of dual enrollment that permits eligible students to enroll at HCC on a full-time basis in courses that are creditable toward a high school diploma and college credit.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $675,604.30 will be available in the HCC dual enrollment budget. For tracking purposes, the project number specific to this agenda item is 5399. As of Thursday, September 22, 2016, the remaining balance less encumbrances for this line item equaled $680,000.00. For this item, a revenue is also received from HCC in the amount of $675,604.30 for the rental usage of our facilities and guidance services for our students as allowed in state statutes.
EVALUATION
In 2015/2016, 4,599 students participated in the HCC dual enrollment program, for a $1,168,660 tuition and books savings to our parents and students.  We will evaluate the program by the number of students participating at the end of the 2016/2017 school year and the number of students that have obtained their Associate's Degree through our first graduating class of Collegiate Academy students.
