Approve Agreement for Technical Services with the Tampa Bay Arts and Education Network (TBAE) to Provide Video Broadcast Services (Business Services Division) (Revision - Evaluation information added below)
EXECUTIVE SUMMARY
On August 1, 2017, the Board approved a six-month agreement with TBAE for video broadcast services. It is recommended that TBAE continue to provide broadcasting services produced in partnership with Hillsborough County Public Schools (HCPS).  This agreement will initiate the launch of Hillsborough Schools TV which will be a showcase channel providing information, recognition, and highlights for parents, students, employees and the greater community.  The District is currently securing sponsorships for this channel which will reduce the financial impact on School District funds while highlighting our great partners throughout the community.  Along with the District channel, this agreement will continue to support School Board meetings, Math Homework Hotline, School Board workshops, Inside HCPS, and other programming from February 2018, through January 2019, at a cost of $18,000 per month as per the attached Agreement for Technical Services. The artistic and technical services provided by TBAE are exempt from the bidding process, per Florida Department of Education Rule 6A-1.012(11)(a) Purchasing Policies.

Funds in the amount of $216,000 will be available in the Communications Department budget. For tracking purposes, the project number specific to this agenda item is 5611. As of January 26, 2018, the remaining balance less encumbrances for this line item equaled $9,541.  This contract will be an expense to our District for fiscal year 2018/2019 for five months starting February 1, 2018, through June 30, 2018, for $90,000, and for fiscal year 2019, the cost will be $126,000 for the seven months from July 1, 2018, through January 31, 2019.  Sponsorship dollars will be secured throughout the term of this contract in order to reduce the financial impact on the School District.
EVALUATION
Programming is effective and engaging, sponsorships offset a portion of the ongoing cost, and workload is able to be managed by existing Communications staff collaborating with TBAE staff.
