Approve the Memorandum of Agreement (MOA) Between Tampa Metropolitan Area YMCA (YMCA) and the School Board of Hillsborough County, Florida, (HCPS) for the Implementation and Operation of Before School and After School Programs  (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
The purpose of this MOA is to establish an agreement between HCPS and YMCA concerning their respective roles and responsibilities.  The HCPS and YMCA have partnered to provide school-age care since 1981.  For 35 years, the strength of this collaboration has ensured quality care for students and families in our community.  This MOA is in effect August 10, 2016, through August 10, 2017.

The YMCA supports several projects within the school district other than providing before, after, and summer school programs.  HCPS values these contributions with respect to the importance of partnerships and attaining the district’s mission. Based on the estimated dollar value of these projects, HCPS agrees to modify the standard rate calculated using the “Facilities Usage and Rental Fee Agreement.”  This MOA was reviewed and approved by the procurement office on July 28, 2016.  The HCPS Out-Of-School Time Program office received the final approval on July 28, 2016, which results in requesting Board approval after the fact.

It is the practice of the YMCA to sign a negotiated agreement after it has been signed by the School Board.

FINANCIAL IMPACT (Budgeted:  Yes)
Fees paid by the YMCA to HCPS for use of school sites shall be used toward operation of the school facility. The amount of $398,089 for the 2016/2017 school year is the total paid to HCPS for the period of August 10, 2016, through August 10, 2017.
EVALUATION
Annual principal and parent surveys will be conducted and results shared with school, HCPS or designee.  Satisfaction surveys will be among the tools used for evaluation.  Surveys will employ a Likert scale, which asks respondents to specify their level of agreement to a statement.
