SUBJECT / RECOMMENDATIONS
Accept the Piggyback of the Agreement Between Multiple Vendors and The School Board of Marion County, Florida (SBMC), Bid #3603AH - New and Used Books and Educational Materials (Business Services Division)
EXECUTIVE SUMMARY
If approved, school and district sites will utilize this contract to purchase classroom books, library books, e-books, new and used books, textbooks, workbooks, audio books, periodicals, magazines, educational software, teacher resources, curriculum/curriculum kits, educational CD's and DVD's, and any other related education materials from AEP Books & Media, Barnes & Noble Booksellers, Inc., Complete Books and Media Supply, LLC, and Scholastic, Inc.  The initial term of this contract is from August 24, 2016, through August 31, 2017, with 1-year renewals for 3 years.  Hillsborough County Public Schools will commence its use effective September 7, 2016.

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices from contracts awarded by other city or county governmental agencies, or other district school boards.  This contract may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures are estimated to be $1,500,000 for the 2016/2017 fiscal year.  These materials are ordered districtwide therefore there is not one project number specific to this commodity.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are performed annually or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
