Approve Requirements Designated in Senate Bill 7026: Security and Hardening of Schools and Mental Health Plan
EXECUTIVE SUMMARY
Following the passage of Senate Bill 7026, Public Safety, CH. 2018-3, Laws of Florida (hereinafter "Bill"), the Florida Department of Education (FLDOE) is requiring all school districts to comprehensively address the hardening of schools, security measures and a mental health plan.  Based on the state training and a review of the requirements related to this legislation, a task force was established across divisions and departments to ensure that a comprehensive, sustainable plan is developed.  The planning process sought first to identify what was needed and how it could be best provided.  Following this, resources were aligned to support successful implementation and monitoring.

The Bill requires all school districts to comprehensively address gun violence on school campuses, promote school safety and enhanced coordination between education and law enforcement entities at the state and local level.  The specific actions require the establishment of a Hillsborough County Public Schools (HCPS) Safe School Specialist; the hiring, training and deployment of full-time, guardian certified HCPS Security personnel; the temporary deployment and funding of law enforcement officers to a school site, as detailed in the respective Memorandum of Understanding (MOU) between the District and the respective law enforcement agency of jurisdiction; and the continued deployment and funding of law enforcement officers to all middle and high school campuses as detailed in the attached MOU between the District and the Hillsborough County Sheriff's Office and the Tampa Police Department.

FINANCIAL IMPACT (Budgeted:  No)
Approval of the Security and Emergency Management Plan by the School Board will result in an increase of Safe School categorical of $6,493,711 for a total allocation of $9,965,653.  Upon approval of the Mental Health Plan by both the School Board and FLDOE, a total allocation of $4,855,610 (minus the Charter School Mental Health Funding Estimate of $591,733.48) would result in a total District Mental Health allocation of $4,263,876.52.
EVALUATION
The plan will be monitored throughout the year with an annual qualitative report submitted.
