Approve the Agreement for Technical Services with Marzano Academies (Leadership, Professional Development, and School Transformation)
EXECUTIVE SUMMARY
The contract with Marzano Academies is being funded by the Florida Department of Education Title IV grant. 

Marzano Academies will provide professional development, instructional materials, and technical support to Pizzo K-8 and Frost Elementary as they work to design and implement a Marzano personalized competency-based education program to advance student learning.

Marzano Academies will provide Frost and Pizzo with a learning management system to house content and data as well as proficiency scales to help teachers assess and evaluate each student’s progress toward learning targets/standards. They will also provide the Marzano Compendium of Instructional Strategies which is an on-line clearing house of over 300 instructional strategies. School staff will receive both on-site and virtual professional development in personalized, competency-based education, understanding and customizing proficiency scales, and instruction of cognitive and metacognitive skills. The district will also receive an implementation manual in order to take the lessons learned to scale across the system.

Funds in the amount of $214,241 will be available in the Title IV grant.  For tracking purposes, the project number specific to this agenda item is 3546.  As of November 8, 2018, the remaining balance less encumbrances for this line item equaled $224,240.  
EVALUATION
The Marzano Academy Model is based on the Marzano High Reliability Schools framework which is based on 45 years of educational research created by Dr. Robert Marzano, a leading education researcher, speaker, trainer, and author of more than 40 books and 300 articles. The Marzano Academies are a place where all students learn the content and skills they need for success in college, careers, and beyond through the implementation of proven, research-based practices. As part of the contract, Marzano Academies will provide research and evaluation services. They will monitor and evaluate student-level academic growth through a combination of evaluation reports including validity checks with the school-site benchmark assessments and state mandated assessments.
