Approve the Local Child Care Funds Match Contract Between Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County (ELCHC) (Academic Support and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program making it possible to draw down $13,422,317.00 in federal funds and $1,000,000.00 in matching Child Care Executive Partnership Program (CCEPP) state funds.  These funds provide child care and early education services for children from income-eligible families.  This contract earmarks funds as follows:  $805,339.00 towards the required 6 percent match for School Readiness child care services; $1,000,000.00 provides child care through the CCEPP for children, ages birth to 8, and their siblings up through age 12, including children whose parents are in higher education/training programs; $20,000.00 provides care for children, ages 9 to 12, of homeless families referred through Metropolitan Ministries. The term of this contract is October 1, 2016, through September 30, 2017.  

The School Readiness Program office received the final contract on August 31, 2016, and it was reviewed and approved by the School Board Attorney on September 15, 2016, which results in requesting Board approval after-the-fact.  The ELCHC requires the School Board Chair’s signature, as the subcontracted agency, to acknowledge acceptance of this contract prior to the ELCHC’s final signature.

Funds in the amount of $1,825,339.00 will be available in the ELCHC Match Contract fund. For tracking purposes, the project number specific to this agenda item is 3292. As of Thursday, September 1, 2016, the remaining balance less encumbrances for this line item equaled $1,825,339.00.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law.  The funding for the ELCHC is provided by the Children’s Board of Hillsborough County.  There is no district-generated revenue used for this purchase.
