Approve the Renewal of Language and Literacy Software from Imagine Learning, Inc. (Sole-Source Provider) (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The Language Literacy Software program from Imagine Learning, Inc. provides strategic, first-language support in 15 languages to facilitate and enhance English language acquisition by incorporating the 5 essential components of reading:  phonological awareness, phonics, fluency, vocabulary, and comprehension.  This program will be maintained at Miles and Mort Elementary Schools in order to provide targeted instruction and interventions for Limited English Proficient students with a high mobility rate.

In accordance with the Florida Department of Education (DOE), Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single source may be exempted from the competitive solicitation requirements.  When a district school board believes that commodities or contractual services are available only from a single source as specified by the DOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $77,000.00 will be available in the Title III budget. For tracking purposes, the project number specific to this agenda item is 3161. As of Monday, September 26, 2016, the remaining balance less encumbrances for this line item equaled $375,000.00.
EVALUATION
The most recent review of performance data for limited English proficient students in grades K-2, served in the English Language Learner Program for less than 2 years, reveals statistically significant academic progress in the areas of oral language and literacy.  A criterion-referenced test is used to determine proficiency in the areas of Oral Language (Listening Comprehension, Conversational Phrases, Basic Vocabulary, and Academic Vocabulary) and Literacy (Letter and Sound Recognition, Phonemic Awareness, Phonics and Comprehension, Vocabulary and Fluency).  At the conclusion of the 2016/2017 school year, Imagine Learning will conduct a program evaluation analyzing student achievement data for the 2015/2016 and 2016/2017 school years.
