Approve the Piggyback of the Agreement #19199-PGB-IV Between The Bancorp and The School District of Pinellas County, Florida - Request for Proposal (RFP) #19-070-265 Driver Education Vehicle Leasing (Business Services Division)
EXECUTIVE SUMMARY
On September 24, 2019, The School Board of Pinellas County, Florida issued RFP #19-070-265 for Driver Education Vehicle Leasing.  If approved, Hillsborough County Public Schools (HCPS) will piggyback The School Board of Pinellas County’s agreement with The Bancorp to lease 160 Drivers Education vehicles at 28 high schools (this includes TTT High School).  The initial term of this contract is from January 1, 2020, through December 31, 2020.  This contract may be renewed for up to three additional years on a year-to-year basis.  HCPS will commence its use effective January 1, 2020.  Piggyback agreements may be terminated at any time. This contract will be reviewed and evaluated annually and may be renewed by the Superintendent, per the terms of the specifications.

In accordance with the Florida Department of Education Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices from contracts awarded by other city or county governmental agencies, or other district school boards.

• Establish a strong foundation of financial stewardship • Demonstrate "best practices" in all aspects of safety: student, employee, visitor, facility, transportation, and health
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $552,960 will be available in the Secondary Education Budget.  For tracking purposes, the project number specific to this agenda item is 4413.  As of September 24, 2019, the remaining balance less encumbrances for this line item equaled $749,583.
EVALUATION
Contract administrator and evaluation is performed by the Project Manager (the “End User”) and Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews.  The evaluation consists of an assessment of the contractor-provided goods and services, deliverables, and compliance with contractual requirements.  The resulting data will support renewal decisions and/or alterations to a new agreement.
