Approve the Piggyback of the Agreement Between M & B Products, Inc. and the School Board of Pinellas County (SBPC), Florida, Invitation to Bid (ITB) #15-962-145 and ITB Renewal #16-962-124-RN Delivery Service, Food (Business Services Division)
EXECUTIVE SUMMARY
On May 24, 2016, the Board approved the interlocal agreement between Hillsborough County Board of County Commissioners (BOCC) and Hillsborough County Public Schools to provide a lunch and snack to children participating in the summer programs through the Hillsborough County Department of Parks and Recreation and the City of Tampa Parks and Recreation Centers.

If approved, Student Nutrition Services will utilize the SBPC agreement with M & B Products, Inc. to provide refrigerated truck delivery service to deliver the meals to all summer program locations under the interlocal agreement.  The initial term of this contract is from May 13, 2016, through May 12, 2017, and may be renewed for 1 year.  Hillsborough County Public Schools will commence its use effective July 20, 2016.

In accordance with the Florida Department of Education (FLDOE), Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices from contracts awarded by other city or county governmental agencies, or other district school boards.  This contract may be renewed by the Superintendent, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $113,680.00 will be available in the Student Nutrition Services Budget. For tracking purposes, the project number specific to this agenda item is 4601. As of Tuesday, June 28, 2016, the remaining balance less encumbrances for this line item equaled $113,772.33.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are performed annually or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
