C6.11 - Approve the Agreements for Educational Services with Building Trade Apprenticeship/Pre-apprenticeship Committees, Erwin Technical College, 2020/2021 (Academic Services)
We request approval of the Agreements for Educational Services to continue to provide training for 20 building trade apprenticeship committees and three pre-apprenticeship committees. These training programs are located throughout the state of Florida in Alachua, Duval, Escambia, Hillsborough, Orange, Seminole, Levy and Broward counties. For more than 28 years, Hillsborough County Public Schools has had active educational agreements with the building trade’s apprenticeship committees for adult job training programs. These Educational Services with Building Trade Apprenticeship/Pre-apprenticeship Committees includes Classroom-Related Theory Instruction (RTI). Apprentices are compensated for their On the Job Training (OJT).
The market demand for trade workers throughout the state of Florida continues to grow requiring additional apprenticeship and pre-apprenticeship training to meet the needs of the labor markets in Florida with highly qualified trade’s workers.
During the 2018/2019 school year, 1877 apprentices attended classes, and of those students in attendance generated 3,196,119 instructional hours RTI and OJT. During the 2019/2020 school year, as of Tuesday, April 21, 2020, 2038 apprentices attended classes and, of those students in attendance they are expected to generated 3,618,749 instructional hours RTI and OJT.
During the 2020/2021 school year, the Educational Services with Building Trade Apprenticeship/Pre-apprenticeship Committees will increase the instructional hours RTI and OJT by 2 percent more than the number of instructional hours RTI and OJT earned during 2019/2020.

The apprenticeship committees are compensated $0.95 per instructional hour for each registered apprentice. The contracted funds are used to cover instructor salaries/benefits; program promotion; instructional materials and supplies; equipment upgrade, replacement, and repair; and other supervisory and administrative costs to include, but not limited to, lease expenses for classroom facilities and equipment, travel, mileage, conferences, registrations, and professional meetings. Funds in the amount of $3,438,499.35 will be available in the Workforce Education budget. The apprenticeship training programs generate Workforce Education funds that cover all district direct and indirect expenses for the programs.
