Approve Fifth Amendment to the Agreement with NCS Pearson, Inc. (Sole-Source Provider) and Purchase and Scoring of the Stanford Achievement Test, Tenth Edition (Stanford-10) (Office of Teaching and Learning)
EXECUTIVE SUMMARY
The proposed Fifth Amendment to the Agreement with NCS Pearson, Inc. is an extension of the July 1, 2005, agreement.  This amendment extends the present agreement through December 31, 2018.  The Stanford-10 is a series of norm-referenced, objective-based tests designed to measure achievement in the skills commonly found nationally in state and district curricula. Students in grades 1 and 2 will be tested using the Reading Comprehension and Mathematics Problem Solving batteries, grade 3 students will be tested in Reading Comprehension.  The scores are reported in National Percentiles. The results of these tests allow comparison of the performance of district students with those tested nationally at the same grade levels.

Highlights of this agreement include a 45 percent discount on catalog prices, scoring charges would remain at $0.60 per student through December 2018 and shipping and handling would remain at 6 percent.

NCS Pearson, Inc. is the owner of the copyright for these Stanford Achievement Tests in the United States.  Therefore, this purchase is exempt from requesting competitive solicitations by the Florida Department of Education 6A-1.012 Purchasing Policies (11)(b).

Funds in the amount of $350,000.00 will be available in the General Fund. For tracking purposes, the project number specific to this agenda item is 5385. As of Friday, November 11, 2016, the remaining balance less encumbrances for this line item equaled $350,000.00.
EVALUATION
Stanford-10 is the measure given as required by the K-12 Comprehensive Reading Plan.  The data are used to guide instructional practice.  Also, the grade 3 Stanford-10 is used as an additional measure to support students being promoted into grade 4.
