B6.12 - Approve the Agreement Between Sequel TSI of Florida, LLC (Sequel) and The School Board of Hillsborough County, Florida (Climate and Culture)
Sequel contracts with the Department of Juvenile Justice (DJJ) to provide a residential commitment program for juveniles under the supervision of the DJJ at the Columbus Juvenile Residential Facility (JRF). The Columbus JRF is a 50-bed facility for boys who have committed non-violent sexual offenses.
The District must provide educational services to these clients, and these services are provided on-site due to the students being incarcerated.
Male youth with developmental issues must be provided specific behavioral programming as well as case management and prevention services to meet the conditions ordered by the judge and provide positive outcomes that will lead toward program completion.
As part of the juvenile justice system, students residing at the Columbus JRF have been ordered by a judge to stay in the care of the DJJ for an extended time whereby services and support will be provided by Sequel based on the parameters of the agreement.
Sequel will serve and prepare students to lead responsible and fulfilling lives through mentoring, education, and support while residing at the Columbus JRF to successfully transition to school and the community.

The education services for this program are funded by full-time equivalency funds. This item is included in the General Fund Supplemental Academic Instruction budget.
This program is evaluated annually by the Youth Services Department staff based on a model developed by the Juvenile Justice Educational Enhancement Program. This review will be completed by June 30, 2020.
