B6.10 - Approve Amendment #0003 to Contract #LC937 2015/2020 between the Florida Department of Children and Families (FDCF) and School District of Hillsborough County, Florida for Child Care Training Coordination (Academic Services)
Hillsborough County Public Schools, Child Care Training Coordination Office (CCTCO), has partnered with The FDCF for over 27 years coordinating training services for child care professionals to work in over 1,257 Child Care Facilities and Child Care Homes to meet the FDCF training requirements in Hillsborough and Pasco Counties. All child care personnel are required to complete 40 hours of mandated training, that must be completed within one year. Child care personnel must pass competency exams for the 40 hours of training to demonstrate their competency or receive an educational exemption.
FDCF requires the School District of Hillsborough County, Florida's signature acknowledging acceptance of this amendment to the contract prior to FDCF's final signature.
Parents and caregivers across the state entrust child care providers with the health, safety, and education of their children every day. Educating child care personnel is an essential determinant of the quality of service that children receive while in care. FDCF created training requirements to provide child care professionals with the tools they need to execute a quality standard of care. FDCF training requirements will need to be met by child care professionals to work in over 1,257 Child Care Facilities and Child Care Homes.
By the end of the school year 2019/2020, The CCTCO met and/or exceeded the FDCF contract deliverables.
1) Ensured 12 instructor-led training courses were offered at least once per quarter and a minimum of four per month 2) Offered online training courses 3) Administered public competency exams sessions a minimum of two Saturdays per month 4) Offered high school only competency exam sessions a minimum of two per high school 5) Met with Child Care Licensing a minimum of two times annually 6) Met with child care providers, and other stakeholders annually 7) Held an annual training session to update trainer knowledge and skills for high school and public trainers
*Due to the COVID 19 closures, all make-up sessions will be completed during the summer months.
The CCTCO will coordinate training services and continue to meet and/ or exceed the FDCF above-mentioned contract deliverables.

That the School Board of Hillsborough County, Florida approve Amendment #0003 to Contract #LC937 2015/2020 between the FDCF and the School District of Hillsborough County, Florida for Child Care Training Coordination.

Funds in the amount of $404,455 will be available in the divisional operating budget for this five-year child care contract amendment, with $80,891 available annually. In addition, funds are generated from the collection of fees for online training, in-person trainings, and competency exam sessions. As this is a multi-year contract, unexpended funds at the end of each fiscal year will roll forward. Approval of this Contract will provide for the continued operation of the CCTCO.
