C6.02 - Approve the Performance-Based Agreement for IDEA Tampa Campus #3 (Innovation)
Florida Statute 1002.333(4) provides that a hope operator may submit a notice of intent to the school district in which a persistently underperforming school has been identified by the State Board of Education. The notice must include: an academic focus and plan, a financial plan, goals and objectives for increasing student achievement for the students from low-income families, the organizational history of success in working with students in similar demographics, the grade levels to be served, the proposed location or geographic area proposed and the proximity to the persistently underperforming school, and a staffing plan. Once received, the school district shall enter into a performance-based agreement with the hope operator.
IDEA Public Schools is a 501(c)(3) non-profit organization that currently operates schools in Texas and Louisiana. They were approved as a hope operator by the State Board of Education on March 27, 2018. IDEA Florida, Inc., a Florida not-for-profit entity will serve as the governing body.
On May 7, 2019, the Board approved performance-based agreements for four IDEA Florida schools on two sites in Hillsborough County opening in August 2021.
IDEA Florida has submitted a notice of intent to operate a K-12 school opening in August 2022. The persistently underperforming schools identified are Mango Elementary, Thonotosassa Elementary, Folsom Elementary, Dover Elementary, McDonald Elementary and Jennings Middle School.

The Notice of Intent with all revisions submitted by IDEA Public Schools is available for review in the Charter Schools Office.
The performance-based agreement specifies that IDEA Tampa Campus #3 shall be located within the attendance zone or a five mile radius, whichever is greater, of one or more of the identified persistently underperforming schools. It also specifies the school’s enrollment be comprised of 75 percent of students that previously attended the identified persistently underperforming schools.

IDEA Public School currently operates schools in Texas and Louisiana. They are a high performing charter school network focused on college for all. For the past 13 years, 100 percent of the students attending their schools have been accepted to college. IDEA Public Schools operates 96 campus with approximately 53,000 students.

According to the performance-based agreement, by October 15th of the first year of the school’s operation, the school shall provide its proposed academic achievement goals for the current year to the District. Proposed academic achievement goals shall also be provided by October 15th of the second year of operation for the remaining years of the contract. The academic achievement goals shall include, at a minimum, growth and proficiency on state assessments, and may include performance on additional assessments such as the Northwestern Evaluation Association Measure of Academic Progress. The goals shall also include the mission-specific educational goals described in the Notice of Intent.

The charter school’s first year enrollment projection of 480 students will generate approximately $2,252,015 in Florida Education Finance Program (Part 1) funds. The school will also qualify for categorical, capital outlay, and grant funds as appropriate and allowed by Florida statutes.
A review of the Performance Based Agreement will be completed prior to the contract end of June 30, 2027.
