B6.08 - Approve Piggyback #20132-PGB-BJH of the Agreement Between Mobile Modular Management Corp. and Suwannee County School District (SCSD) - Request for Proposal (RFP) #20-209 Type IIB Panelized Modular Buildings (Finance Division)

Description

On April 28, 2020, the Board approved the expenditures for current and upcoming leases of portable classrooms due to overcrowding at multiple school sites. Since this approval, the SCSD agreement has expired and a new agreement has been awarded. At this time, Board approval is requested to piggyback the new SCSD agreement in order to continue with the purchases as described on April 28, 2020.  

The first term of the SCSD agreement is for five years from July 1, 2020, through June 30, 2025, with the option to renew for an additional three years. This piggyback agreement may be terminated at any time. This item will be reviewed and evaluated and may be renewed by the Superintendent, per the terms of the specifications. 

In accordance with the Florida Department of Education, Purchasing Policy 6A-1.012(6), in lieu of requesting competitive solicitations from three or more sources, district school boards may make purchases at or below the specific prices from contracts awarded by other city or county governmental agencies, or other district school boards, community colleges, federal agencies, the public or governmental agencies of any state, or from state university system cooperative bid agreements.

Gap Analysis

The District has a need for modular, portable classrooms to help alleviate overcrowding at schools. This ensures students are given the adequate space needed across their respective school sites. 

Previous Outcomes

Previous agreement with Mobile Modular Management Corp. have been approved by the Board and have been successful. 

Expected Outcomes

Upon approval, the District requires Mobile Modular Management Corporation to provide the requested goods and services according to the terms and conditions listed in the agreement.

Financial Impact

Funds in the amount of $10,189,760 will be available in the Millage portion of the Capital Outlay Fund. As a result of vendor negotiations, the District receives a 45 percent discount off of the Suwannee bid prices. This discount resulted in a savings of $1,137,264 in fiscal year 2019/2020. 

Review Comments

Contract administration and evaluation is performed by the Project Manager (the "End User") and the Procurement Officer, who function as a team, by utilizing an online vendor performance report or via in-person reviews. The evaluation consists of an assessment of the vendor-provided goods and services, deliverables, and compliance with contractual requirements. The resulting data will support renewal decisions and/or alterations to a new agreement.
