Over the past four years, OSD has balanced its focus to not only include new construction and major renovations, but also the goods and services expenditures. From July 1, 2015, to June 30, 2016, (FY2016) the OSD was able to account for a record of over $36.4 million spent with small business enterprises by our divisions, departments, and school sites.  This represents $1.9 million more than the $34.5 million spent with OSD vendors during July 1, 2014, to June 30, 2015, (FY2015).

The District policy requires that all goods and services purchases greater than $50,000 be obtained by formal bid. Eligible expenditures are those dollars spent in service categories for which small businesses are potentially available in the marketplace. In FY 2016 out of formal bids valued at $64 million, $21.6 million or 33.8% were earned by the District’s Small Business Enterprise (SBE) vendors. When taking into consideration minority owned businesses whose number of employees (100), net income ($2M), or net worth ($3M) is too large to qualify for the District’s SBE program, the total dollars spent becomes $25.8 million or 40.3% of all goods and services from formal bids.

Construction managers awarded an additional $1.55 million in SBE subcontracts ($972,788 of which was spent with women and/or minority owned business sub-contractors) as part of the District's new construction and renovation program. The $1.55 million in SBE subcontractor bid awards represents 21.6% of all subcontractor bids in FY 2016.

The entire encouragement program, including construction and goods and services, used a program record of 201 vendors who are registered in the OSD database.

The Annual Report also reflects $735,418 as FY 2016 outcomes from the “Use A Small Business” School Campaign.
