Approve the Purchase of Language Learning Software from Rosetta Stone Ltd. (Sole-Source Provider) (Office of Teaching and Learning)
EXECUTIVE SUMMARY
Language Learning Software from Rosetta Stone Ltd. is utilized to enhance both the language acquisition and academic instruction of English language learners (ELLs).  This software helps in the development of listening, speaking, reading and writing skills, as well as the development of cognitive academic language.  This software will be used by ELLs in grades K-12, who are non-English speakers and limited English speakers.  This will allow our district to serve the most recently arrived population of ELLs to ensure an increase in their language acquisition. 

In accordance with the Florida Department of Education (FLDOE), Purchasing Policy 6A-1.012(12)(d), commodities or contractual services available only from a single-source may be exempted from the competitive solicitation requirements.  When a district school board believes that commodities or contractual services are available only from a single source as specified by the DOE, the district school board may negotiate on the best terms and conditions with the single source vendor.

Funds in the amount of $110,000.00 will be available in the Title III budget. For tracking purposes, the project number specific to this agenda item is 3161. As of Tuesday, February 14, 2017, the remaining balance less encumbrances for this line item equaled $213,194.51.
EVALUATION
An evaluation of the Language Learning Software from Rosetta Stone Ltd. was conducted for the 2013/2014, 2014/2015, and 2015/2016 school years.  The language proficiency scores for recently arrived non-English and limited English proficient students indicate an upward language proficiency trajectory.  Students' proficiency scores averaged well above 90 percent for all activities completed in each of the language domains of reading, writing, speaking, and listening.  Evaluation continued on attachment.
