Approve Renewal Agreement with Florida Virtual School (FLVS) for the 2017/2018 School Year (Chief of Schools) Revised Attachment
EXECUTIVE SUMMARY
The agreement between FLVS and Hillsborough County Public Schools established Hillsborough Virtual School (HVS) as a franchise of FLVS which is a statewide virtual program.  Within this franchise agreement, FLVS provides online course content and materials, teacher training, a learning management system, and a student information management system.

The franchise agreement allows HVS to offer a wide variety of courses to students.  This includes a full time HVS program for grades 6-12, a co-enrollment option for district students for grades 6-12, and a curriculum option for district home education students in grades 6-12.  It also provides opportunities for high school students to complete the online course required for graduation, allows for opportunities for credit recovery and grade enhancement, and opportunities for acceleration.  It is also used as one of the three virtual instruction options available to students as mandated by Florida Statute 1002.321.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenses are paid from the full-time equivalent (FTE) generated by student completion.  The costs paid to FLVS range from $50 to $115 per enrollment.  An enrollment is equivalent to a .5 credit.  A list of courses and individual pricing is included in the FLVS agreement.  The costs are not generated until the 31st day of the student's activation in the course.  This gives our students a 30-day grace period to ensure proper pacing and course activity with no financial penalty or impact to the district.
EVALUATION
Evaluation of the franchise program will be based on the percent of students successfully completing their coursework.  In 2016/2017, 56 percent of enrollments have been completed; of those, 95 percent have been completed with a passing grade.  Forty-four percent of enrollments are still active and working on coursework.
