SUBJECT / RECOMMENDATIONS

Approve Cancellation of the Contract Between the School District of Hillsborough County School Readiness Programs and Progress Village Academy - Effective September 1, 2005 (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

The term of the contract with Progress Village Academy is July 1, 2005 through June 30, 2006, with an original contract amount of $535,800.00. The contract is to be cancelled effective September 1, 2005, due to the provider’s breach of contract for failure to utilize a developmentally appropriate curriculum, a character development curriculum, and not returning all of the screenings conducted by the facility’s teachers for children in their care. The above breaches are cause for termination according to contract stipulations.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total funding of $535,800.00 was to be used to provide education and care for approximately 141 children from eligible income families at the average annual rate of $3,800.00 per child. The federal/state grant funds are channeled to the district from the Florida Office of Early Learning and the Hillsborough County Children’s Coalition, Inc. The reimbursement to the provider for child care services for the first two months of the contract is approximately $12,666.00. This amount is the reimbursement for 20 students enrolled for the months of July and August. The remaining contract balance of $523,134.00 will be made available to providers assuming the care of school readiness children currently enrolled at Progress Village Academy. This item is included in the District Special Revenue/Federal Programs budget and does not impact Part 1 of the budget.
