Approve Supplemental Educational Service Provider Contracts

EXECUTIVE SUMMARY

Title I Part A of the No Child Left Behind Act requires that schools that do not make Adequate Yearly Progress (AYP) for three consecutive years offer tutoring through private contractors referred to as Supplemental Educational Services or SES. Services must be offered through state approved providers. Tutoring is limited to children who are eligible for a free or reduced price meal and attend Title I Schools in Year 2 School Improvement. Students attending schools in which choice with transportation could not be offered during Year 1 School Improvement may also be eligible for SES Services. The U.S. Department of Education determines a maximum amount that can be expended for any participating child for Hillsborough County - that amount is $1,300.44. This expense is covered off the top of the Title I budget and does not affect school level funds. Thus far, district officials have met with SES Providers that are interested in working in this district. The Title I Office has collaborated with Professional Standards and the Business office for clearance of legal issues and contract preparation. Present estimates are approximately 4,672 students are eligible to receive SES at 60 schools. Each student participating in SES will be identified using a priority system which identifies students based on academic need. Providers are restricted from offering services to students enrolled in the Extended Learning Program if the service presents a scheduling conflict. Services that are given at district school sites will incur regular facilities usage fees. Our expectation is that services will begin in early October, 2005.

5. The district will eliminate the FCAT achievement gap by a minimum of 10% as reported by NCLB.

Total potential impact to Title I Part A is 4,672 students x $1,300.44 or $6,075,677
