Approval of Fingerprinting Compliance -- Jessica Lunsford Act, Effective September 1, 2005.

This bill amends several sections of the law pertaining to registration and control of sexual predators. The bill requires that personnel who have direct contact with students, or who have access to or control of school funds, must meet level II FDLE/FBI background screening requirements as described in Florida Statute - S. 1012.32. Contractual personnel shall include any vendor, individual, or entity under contract with the School Board. Approved guidelines will be used in reviewing background information on all vendors/contractors' employees. Verification of fingerprinting will be retained in the office of Professional Standards, and individuals will receive a verification document for their records. Contractors/vendors/individuals will be responsible for all fingerprinting fees. The fee for fingerprinting is $61, and $24 ($6 per year through 2009) for the monitoring, for a total cost of $85. The law requires fingerprints be resubmitted to the FBI every five years. Fees related to this requirement will be the responsibility of the vendor/contractor. Fingerprinting from outside agencies/school districts will not be accepted. Written communication will be sent to all vendors/contractors via U.S. mail, and will be posted to the district website outlining requirements to become an approved vendor/contractor.

Two portable laptop Live Scan fingerprinting machines ($29,900); two laptops ($3,800); and two additional staff members ($53,918). A $5 return to the district from FDLE for each person fingerprinted for an estimated $80,000 will be applied to the cost directly spent on the services and equipment related to fingerprinting vendor/contractors with an estimated short fall of $7,618.
