SUBJECT / RECOMMENDATIONS

Approve a recommendation that authorizes the Superintendent and the Board Chair to make an official written request to the Board of County Commissioners (BOCC) to Amend the School Impact Fee Ordinance such that the ordinance will incorporate the recommendation relating to Impact Fees made by the Joint Task Force for School Capacity, Funding, and the Planning of Growth

This recommendation is also consistent with the results of the Impact Fee Study requested by the BOCC and funded jointly with the School District in 2004.

EXECUTIVE SUMMARY

It is recommended that the School Board approve a request to the BOCC to amend the Hillsborough County Impact Fee Ordinance by incorporating the recommendations made by the Joint Task Force for School Capacity, Funding, and the Planning of Growth. These task force recommendations are:

  1. Allow both land costs and construction costs to be paid for with School Impact Fees.
  2. Require that the School Impact Fee amount be adjusted annually based on changes in the Consumer Price Index.
  3. Set the School Impact Fee at $1,000 average per three bedroom unit effective June 1, 2006, and increase the School Impact fee $1,000 every six months until an average School Impact Fee of $4,000 per average three bedroom unit is attained.

The staff will continue to work on the other recommendations made by the Joint Task Force. (Attachment I)

The Tampa Bay Builders Association also made recommendations that included increasing School Impact Fees. (Attachment II)
