Proposals for architectural services were accepted on February 3, 2006. A Public Announcement was issued and a tabulation made of the firms that responded to the legal advertisement. The Professional Services Selection Committee convened the week of February 6 to review submittals and develop a short-list. Prospective providers were evaluated in accordance with the "Consultant's Competitive Negotiation Act," "State Requirements for Education Facilities," and School Board policy. During the week of February 20, the Committee reviewed the short-listed applicants using a rubric and authorized staff to proceed with fee negotiations with the top-ranked firms. Negotiations are now complete and Board approval is required for formal appointment.

A recommendation is made to approve the following architectural appointments:
1. Bellamy Elementary - Holmes Hepner & Associates Architects for a fixed fee of $256,000.
2. Cork Elementary - John McKenna Architect P.A. for a fixed fee of $348,000.
3. Crestwood Elementary - Woodroffe Corporation Architects for a fixed fee of $220,000.
4. Kingswood Elementary - Carruthers & Associates Architects for a fixed fee of $264,000.
5. Lake Magdalene Elementary - Abell Garcia Architects P.A. for a fixed fee of $280,000.
6. Orange Grove Middle - Atelier AEC, Inc. for a fixed fee of $149,500.
7. Ruskin Elementary - Wilder Architecture, Inc. for a fixed fee of $276,000.
8. Springhead Elementary - Long & Associates, Inc. for a fixed fee of $204,000.
9. Wimauma Elementary - Fleischman Garcia Architects for a fixed fee of $240,000.

Critical Success Factor 6.a.8 - Provide sufficient student stations to ensure uninterrupted student learning and data gathering as measured by District Operational Goals plan.

Project budgets are $3,200,000 for Bellamy, $4,350,000 for Cork, $2,750,000 for Crestwood, $3,300,000 for Kingswood, $3,500,000 for Lake Magdalene, $1,700,000 for Orange Grove, $3,450,000 for Ruskin, $2,550,000 for Springhead, and $3,000,000 for Wimauma. Bellamy, Cork, Crestwood, Kingswood, Lake Magdalene and Springhead are included in the District Capital Outlay: Community Investment Tax (CIT 06), Orange Grove is included in the 2 Mill, Ruskin is included in the Public Education Capital Outlay (PECO 03-04/05-06) and Wimauma is included in the Qualified Zone Academy Bonds (QZABs 05) and PECO 05-06.
