Approve the Contract Extension for Tampa Marine Institute

EXECUTIVE SUMMARY

Tampa Marine Institute (TMI) provides a dropout prevention program for eligible students who are either under the supervision of the Department of Juvenile Justice (DJJ) or assigned through the change of placement process. Because it serves students who are under the supervision of DJJ, TMI undergoes annual Quality Assurance Reviews conducted by the Juvenile Justice Educational Enhancement Program (JJEEP). The current contract between the district and TMI states that the results of Quality Assurance Reviews will be considered in the determination of contract renewals. The overall results of the most recent Quality Assurance Review conducted at TMI were unsatisfactory, and a Corrective Action Plan (CAP) was required to address several areas of deficiency. In order to fully implement the programmatic changes necessary to ensure that TMI students receive a quality education, both district and TMI staff have made immediate corrections, including changes in personnel. However, additional time is needed to fully address all of the issues. The superintendent has requested and has been granted an extension of the CAP and a review by JJEEP staff of the progress toward its full implementation by the end of June, 2006. In order to ensure that the results of this review are considered before a new contract is developed, district staff requests a thirty (30) day extension of the current contract between the district and TMI to July 30, 2006.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 – The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points
Goal 2 – The percentage of students scoring at level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points
Goal 3 – Student performance on FCAT science will increase a minimum of 5 percentage points
Goal 4 – The percentage of students achieving a score of 4.0 or higher on FCAT writing will increase a minimum of 5 percentage points.
Goal 5 – The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.
Educational programs serving students under the supervision of the Department of Juvenile Justice are not assigned grades by the state.

FINANCIAL IMPACT (Budgeted: No)

There is no financial impact associated with this contract extension.

EVALUATION

An evaluator from the Juvenile Justice Educational Enhancement Program will review by June 30, 2006.
