Approve Amendment #1 of the Contract Between Hillsborough County School Readiness Coalition, Inc., and the School District of Hillsborough County School Readiness Programs Effective June 7, 2006 (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

The contract provides funding to be utilized for intake and eligibility services for children registering for the Voluntary Prekindergarten Program, as well as the disbursement of monthly payments to the Voluntary Prekindergarten providers. The Agency for Workforce Innovation – Office of Early Learning allocates the funding to the Hillsborough County School Readiness Coalition, Inc., and, by virtue of this contract, onto the Hillsborough County Public Schools - School Readiness Programs. The effective dates of the contract are July 1, 2005, through June 30, 2006. Because the administrative dollars were legislatively limited to 5% of the total invoice for Voluntary Prekindergarten services to the State, and since it became apparent that the originally anticipated enrollment would not occur, it is necessary to adjust the original $489,945 amount to a straight 3% of the actual invoiced amount paid to private prekindergarten providers and public schools. The remaining 2% of administrative funds are retained by the Hillsborough County School Readiness Coalition, Inc. for Voluntary Prekindergarten administrative services performed by that agency. Amendment #1 reflects the above modification from a dollar amount to a percentage. The document was received in the Hillsborough County Public Schools – School Readiness Programs’ office May 9, 2006, from the Hillsborough County School Readiness Coalition, Inc. after its board’s approval.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The original contract administrative services amount of $489,945 is amended to 3% of the total invoiced dollars for Voluntary Prekindergarten program services. Said service costs are expected to be approximately $11,000,000, with the 3% administrative services fees to be estimated at $330,000.

EVALUATION

This contract amendment is reflected in the year-end financial statements which are audited annually by the Hillsborough County School Readiness Coalition, Inc. doing business as the Early Learning Coalition of Hillsborough County as prescribed by law. The Board will receive the audit reports when they are completed. The time of completion will vary based upon the activities of the auditors.
