Approve Contract With Youth Environmental Services - YES

EXECUTIVE SUMMARY

Youth Environmental Services (YES) provides a 240-day residential dropout prevention program for 33 boys who have been adjudicated delinquent by the courts and are under the supervision of the Department of Juvenile Justice. YES provides the facility and all of the personnel for the educational program, with support and oversight by the school district’s Youth Services program. The school district is required to pay private providers like YES 90% of all FTE revenue earned and provide access to all applicable categorical funds.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1 – The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points
Goal 2 – The percentage of students scoring at level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points
Goal 3 – Student performance on FCAT science will increase a minimum of 5 percentage points
Goal 4 – The percentage of students achieving a score of 4.0 or higher on FCAT writing will increase a minimum of 5 percentage points.
Goal 5 – The district will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The cost of this contract is $176,281. This amount is calculated using the projected Full-Time Equivalency (FTE) generated revenue minus the 10% administrative cost allowed by the Florida law (HB 1989) and a percentage of the cost of direct instructional services provided by a district Exceptional Student Education (ESE) resource teacher assigned to this site. This item is included in the Part 1 budget for 2006-2007.
