Approve Memorandum of Understanding with Tampa Bay Workforce Alliance, 2006/2007 (Adult and Community Education)

EXECUTIVE SUMMARY

For the past 3 years, the collaborative partnership with the Tampa Bay Workforce Alliance has successfully met job skills training and job placement requirements for the Adult Geographical and Adult Migrant grant projects through Adult and Community Education.

A major component of these grant projects require collaborative partnerships that enhance existing adult education programs in the county by maximizing the use of available resources to the target population. The target population to benefit from the proposed services will include adults, age 16 and above, who are educationally disadvantaged, under-educated, in need of completing a high school diploma or its equivalent (GED), immigrants or migrant farm workers, limited English proficient, incarcerated, minority, disabled, homeless, and/or in need of family/intergenerational literacy services.

A Memorandum of Understanding has been developed with the Tampa Bay Workforce Alliance that stipulates referral services and job placements that will be provided to the target population of the Adult Education Geographical and Adult Migrant grants. This collaboration will continue to provide job skills training and job placement services for adult students participating in the adult education program. The district’s Department of Adult and Community Education will be the fiscal agent and will be responsible for monitoring, completing, and documenting all grant deliverables.

FINANCIAL IMPACT (Budgeted: Yes)

If approved, grant funds (Adult Geographical - $854,047 and Adult Migrant - $368,486)will be included in the divisional special revenue/federal programs budget. Indirect cost is included in the grant budget.

EVALUATION

Performance evaluation measures are determined by the Florida Department of Education. The completed annual state performance report will be completed in August 2007. The results of the evaluation will be shared with all stakeholders.
