SUBJECT / RECOMMENDATIONS

Approve Consultant Agreement with Laura Brown-Lue to Carry Out the Duties Associated with the Evaluation of the Title I Part A Grant and the Migrant Schools Part C Grant (Information and Technology)

EXECUTIVE SUMMARY

The consultant will be conducting the evaluation of the Title I Part A grant and the Migrant Schools Part C grant. Title I evaluation duties will include, but are not limited to, data research and compilation of student achievement data, fiscal return data, supplemental services, parent involvement, staff development, highly qualified teacher data, and salary differential. Student achievement and parent involvement components of the migrant program will also be evaluated.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

The percentage of students achieving a score of 4.0 or higher on FCAT Writing will increase a minimum of 5 percentage points. (Includes all Critical Success factors 4.a - 4.f.) Goal 5 - The District will eliminate the FCAT achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind (Includes all Critical Success factors 5.a - 5.d.)

FINANCIAL IMPACT (Budgeted: Yes)

The expense of $35,500 is funded by Title I Part A and Migrant Schools Part C grant funds under project #1295. The contract covers four Title 1 Part A projects and one Migrant school Part C project as outlined in Attachment A.

EVALUATION

A complete list of the Evaluation Plan for both Title I and Migrant Schools is part of the consultant agreement as Attachment A. The evaluation of the programs is to determine if there is an effect on student achievement and the Return on Investment. Both programs will be completed by March 2007 and a report generated that will satisfy Federal Reporting requirements. This data will be available to the project directors and the School Board.
