Approve the Consultant Agreement with Kathleen D. Sanz, Ph.D. to Carry Out the Duties Associated with the Evaluation of the Professional Development for Arts Educators Grant #1125 (Information and Technology Division)

EXECUTIVE SUMMARY

The consultant will perform the evaluation duties associated with the Professional Development for Arts Educators grant #1125. The evaluator will assume the role of Principal Investigator and coordinate evaluation processes with two other evaluators. Other duties will include, but not be limited to, the collection of qualitative and quantitative data, classroom observations, the development of a needs assessment instrument, a teacher survey, and a focus group survey. The evaluator will participate in the design and development of student assessments and will participate in the design of staff development. The contractor will report findings to the Department of Assessment and Accountability.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 1: The percentage of students scoring at Level 3 or higher on FCAT reading will increase a minimum of 5 percentage points. (CSF1a: Assign high-performing teachers to teach students performing below grade level. . . CSF1b: Implement interventions for students below grade level. . . CSF1c: Develop and administer assessment to monitor student progress, instructional pace, and appropriate level of instruction.) Goal 2: The percentage of students scoring at Level 3 or higher on FCAT mathematics will increase a minimum of 5 percentage points. (CSF2a: Assign high-performing teachers to teach students performing below grade level. . . CSF2b: Recruit and retain highly-qualified teachers and provide ongoing mentoring program. CSF2c: Monitor student achievement and use that data as the basis for instructional decisions.) Goal 4: The percentage of students achieving a score of 4.0 or higher on FCAT Writing will increase a minimum of 5 percentage points. (CSF4b: Provide teacher training in writing to all subject area teachers to reflect current standards and best practices.)

FINANCIAL IMPACT (Budgeted: Yes)

The expense of $20,000 is funded by the Professional Development for Arts Educators grant #1125.

EVALUATION

The evaluator will meet and provide formative data to supervisors on a monthly basis. The evaluator will prepare quarterly status reports for communication with federal agents. A final report will be submitted by the evaluator to the Department of Assessment and Accountability at the end of the grant period (June 30, 2007). The final report will be given to the Federal Government and Instructional Supervisors to be shared with staff and members of the School Board.
