SUBJECT / RECOMMENDATIONS

Approve the Interlocal Agency Agreement between the Hillsborough County Public Schools and the Hillsborough County Board of County Commissioners for Participation as a Delegate in the Head Start Program (Student Services & Federal Programs Division)

EXECUTIVE SUMMARY

The Hillsborough County Public Schools' Head Start Program has been in operation for 41 years as a delegate Head Start agency and continues to provide comprehensive services to the 1,759 eligible three, four, and five-year-old children served. This interlocal agreement is in effect October 1, 2006, through September 30, 2007. Both the School District and the Board of County Commissioners' lawyers have reviewed the Interlocal Agency Agreement between the Hillsborough County Public Schools and the Hillsborough County Board of County Commissioners.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

Goal 5 - The District will eliminate the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: Yes)

The total funding of $9,803,533, comprised of $9,764,035 in Program Account 22A funds and $39,498 in Program Account 20A funds, is contracted to the Hillsborough County Public Schools' Head Start Program and is expended for the operation of the total Head Start Program and all services provided to eligible children and families served. All funds are generated by Part 4 dollars.
