SUBJECT / RECOMMENDATIONS

Approve the Cost Reimbursable Subagreement by and between the University of South Florida (USF) and the School District of Hillsborough County (SDHC), for Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP), CFDA #84.334, Subagreement Account # 5830-0474-00-G (Student Services and Federal Programs Division)

EXECUTIVE SUMMARY

This continuing project will be implemented at Hillsborough High School between September 23, 2006, and December 14, 2006, and will provide comprehensive services to students to close the achievement gap and prepare them for participation in higher education. The program will incorporate after school tutoring and enrichment activities, Saturday programs, and teacher training. Partners include the Hillsborough Education Foundation and the Children’s Board of Hillsborough County. Under the subagreement, SDHC will provide teachers, staff and facilities for the after school program, seven Saturday programs, transportation for the after school program two days per week, one professional development training, and technical assistance to the USF evaluation team by providing data as needed.

ANNUAL DISTRICT GOAL(S) AND CRITICAL SUCCESS FACTOR(S)

GOAL 5. The District will close the Florida Comprehensive Assessment Test (FCAT) achievement gap by a minimum of 10 percentage points as reported by No Child Left Behind.

FINANCIAL IMPACT (Budgeted: No)

USF agrees to compensate SDHC on a cost reimbursement basis for activities occurring between September 23, 2006, and December 14, 2006, for an amount not to exceed $19,634.

EVALUATION

Under the terms of the grant USF is responsible for the project evaluation. SDHC will collect and provide assessment data to the outside evaluator for the grant. The outside evaluator will provide a copy for the annual evaluation report to SDHC’s office of Assessment and Accountability. The anticipated date for project evaluation for the 2006-2007 school year is December 30, 2007.
